Your w3c.json file uses group: [107714], which is assigned to the JSON-LD Working Group. This causes it to show up in the Repository Manager under the wrong group.

Hi Gregg, thanks for bringing this to my attention. This file was autogenerated by the W3C repo generation script I believe. What should the correct group ID be?

That I don't know, it's buried in W3C land, somewhere, with no easy way to find it. A Team Contact should be able to resolve it.
