The IdenTrust DST Root CA X3 is a root CA included in the Mozilla root store, the OSX root store, the iOS root store and other common root stores. It is also used by the popular LetsEncrypt CA as a cross signer until the root LE certs are more wdily trusted.
Its inclusion in the default httplib2 CA list will help to ensure that httplib2 works properly when used with https sites using Lets Encrypt or other IdenTrust-trusted certificates.
