Different base templates for emails while they are using the same base

I think this problem cannot be ignored that all emails have the same base HTML tags, but all of them have their base tags in their own file. It's totally inefficient and makes maintenance a nightmare. What if I want to change the background color of my email templates? Well, for now I should go through all email templates and change them one by one.
