load rest of eGrid Database and use for utility emissions calculations #18

Follow up on #2 and load all the other tabs of the eGrid database. Modify chain code to use them for utility emissions calculations.

Done now. We're loading State data. Since the utility identifiers link down to State, this is the only other useful one.
