Check if we could store emissions seed data (from egrid-data-loader) which is currently in dyanmodb on OrbitDb.

After reviewing the orbitdb documentation and requirements, it seems not to be right for us right now. We should continue to monitor it until it gets to a 1.0 release.

Meanwhile we can make the dynamodb in the cloud open for readonly access, and deploy with a fixed URL to the common dynamodb instance. If needed we could host several dynamodb instances and have our chain code poll all of them to be sure we're getting the right data.
