Ledger error when completing txn with multiledger enabled #2473

With the following setup [auto flags enabled]:

multiledger config - 2 different ledger networks with associated endorser agents
author role tenant
- First step, able to create and post a DID to one ledger and assign it as public DID
- Switch write ledger to the second ledger, create and post DID to ledger. The transaction fails to be completed here with the error below as public DID verkey cannot be found.
- Should probably start by looking at this code

This bug was discovered while testing out Traction #790.
