I2::Dev::Publish::sonarqube-defectdojo fails due to a rate limit in dawidd6/action-download-artifact@v3.1.4:

Error: API rate limit exceeded for site ID installation. If you reach out to GitHub Support for help, please include the request ID DFC0:3F65F6:356789E:56ACD94:6645BD0B and timestamp 2024-05-16 08:00:11 UTC. - https://docs.github.com/rest/overview/rate-limits-for-the-rest-api

This happens with both clippy and lcov reports.
