Upgrade Python patch versions and add 3.7 #21

It's good to keep up to date with the latest patch versions.

Also added Python 3.7: packages created by the cookiecutter now support
3.7 by default so it's good for this test package to support 3.7.

The upgrade was done by changing the Python version numbers in the
cookiecutter.json file then running make template.
