Darwin, Arm64: Import config.sub support.

This is a direct import from upstream config.sub.  It might not be
completely appropriate (i.e. there probably will be a need to merge
with any local GCC changes).

FIXME: determine if there is a merge required to avoid breaking
changes added locally to GCC's version.
