The variable min_offset gets the minute difference from the utc_offset and adds minutes to the DateTime variable.

The variable min_offset gets the minute difference from the 'utc_offset' and adds minutes to the DateTime variable, $now.
It will now consider minutes difference also, instead of hours only.
