Describe the bug
Adding a reply tag does not work

To Reproduce
Steps to reproduce the behavior:
@Aquarius reply add "eval" "https://cdn.discordapp.com/attachments/852975798255484928/873682246287114281/eval_these_nuts.mp4"

Additional context
The bot starts typing but does not reply.

Upon digging through the source code we realized that we don't have the correct permissions to run the command, however Aquarius does not tell us this - not sure if this is a bug
