ja: packet_lib: Modify the link destination URL of API Reference

The link destination URL of the API reference was the top page of Ryu document.
So Ryu-book readers must search the details page of each protocol from the top page of Ryu documents.
This patch modifies the link destination URL from the top page of Ryu documents to the details page of each protocol.
