Ibmcloud cf install layer not sticking in docker #28

The RUN command ibmcloud cf install is not working as intended. Current workaround is including this command in the tekton scripts.

Error Message:

FAILED
The Cloud Foundry CLI isn't installed in the IBM Cloud CLI. Use 'ibmcloud cf install' to install it.
