label ibm_resource_name was changed to ibm_is_resource_name without customer notification

The label ibm_resource_name was changed to ibm_is_resource_name without customer notification via release notes. The IBM Consulting responsible for Citi's HPCaaS resources became aware of the change when the central dashboard stopped reporting metrics per host. Upon further investigation we found the change was also not updated in Cloud doc https://cloud.ibm.com/docs/vpc?topic=vpc-vpc-monitoring-metrics#additional-segmentation-attributes.

In addition to the query returning missing data, the actual metric changed in the UI. This change resulted in the team not measuring for the metric.
