[Enhancement] Status description input for the tests listed on the Ibutsu report

Goal
When a test is failing for any reason, it should be able to share additional information related to the test, such as actions in progress, JIRA ticket link, blocker reasons, and any other additional information.

Plan
Add status description input for each test on the Ibutsu report, the status description should persist in every new report with the goal to provide status and additional info which might include a JIRA ticket link.
The status description should be persisted even if the test passes later because the test might be flaky, so the idea is for the team to validate, take the necessary action and then remove the status description.

Why?
This will be great for team collaboration and visibility
It will allow us to better track the JIRA ticket avoiding duplicating it and also have one place as a source of truth instead of creating Google Docs, Emails and Slack messages.
