pycharms TODO function not working #339

Hey,

I can't get pycharms TODO function working. Here is an example of a python and a Julia file. I'm aware it might not be a bug and me overlooking some pycharm option instead, but I can't figure it out ...

My PC:

PyCharm 2018.3 (Professional Edition)
Build #PY-183.4284.139, built on November 21, 2018
JRE: 1.8.0_152-release-1343-b15 amd64
JVM: OpenJDK 64-Bit Server VM by JetBrains s.r.o
Linux 4.15.0-29deepin-generic

It is very strange since we've already supported TODO comment v0.3.7 (multy-line is unsupported)

reinstalling pycharm solved the issue

Reinstall PyCharm?
This is really weird.
