Important: this PR depends on #211
This PR provides dataset interface modules for the new NorthernTracks v5.1 and PSTracks v4.2 datasets.
NT v5.1 now implements all IC86 years in a single combined season, as it should have been from the beginning (fixes #209).
A deprecation warning is added to PSTracks v4.0 (errors in the GRL).
