Context

Node 16 is no longer supported by docker node https://hub.docker.com/_/node/, so building with it will become problematic.
As such we should upgrade to Node 20.

I would have preferred to say Node 20 (long term support), but tedious, which we are using for Knex access to the "Trav Com" database, doesn't have Node 20 support yet. I believe the PR for support is merged, but the version hasn't been packaged yet. tedious now supports node 20 tediousjs/tedious#1575
