Update to Rust 2018 stable 1.31.0 (December 6th) #47

Once it is released on the 6th, should update Steven to build on the first stable release of Rust 2018, version 1.31.0, instead of beta:

The release of Rust 1.31.0 on December 6th will be the first release of “Rust 2018.”

test it, then update the CI configuration and readme documentation
