VB -> C#: Unusual formatting around some converted comments

All the tests are set up to check what happens with a comment added to every line.
The tests that have "TestConversionVisualBasicToCSharpWithoutComments" indicate the areas that have odd formatting. It's fine for PRs to add this, since the issue will be fixed en-masse later.

This actually isn't as bad as I first thought, I'll close it since I'm not intending to do any more work on it until someone complains about particular cases
