I've tried x1 Cat5, x3 Cat5e, and x1 Cat6 cable and all are unable to get past 200Mbps. My ethernet adapter is set to gigabit as I have fiber internet and run a home server. This error seems to come up and repeats over and over once I surpass 150mbps.

I noticed the same behavior occurring in the retroarch's built in player. It seems to skip less maybe because its using a bit less bandwidth? The same behavior was observed when you near 200mbps the screen flickers and audio cuts out. Attached is an example from retroarch of the network usage. This occurs when using lz4=2. When using lz4=1 or lz4=3 it works pretty good. All lz4 modes have issues when the video is paused on the PC. Then the stream becomes unstable upon resuming in retroarch.
