xi:include not working for internet draft

Describe the issue

draft-agrawal-spring-srv6-mpls-interworking has reference to <xi:include href="https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.ietf-idr-bgp-car.xml"/>.
This reference it not found and below error is reported
"xml2rfc error: Unable to resolve external request: "https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.ietf-idr-bgp-car.xml"
XInclude processing failed: could not load https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.ietf-idr-bgp-car.xml, and no fallback was found, line 132"

This is happening because of an error in bibxml-service where it doesn't provide BibXML for draft-ietf-idr-bgp-car drafts.
I'm transferring this to bibxml-service repository.

BibXML Service doesn't provide BibXML for any of the drafts in draft-ietf-idr-bgp-car series.
Relaton data exists for these drafts.

@kesara this might be related to #381 .

See the dev instance I deployed 2 days ago (reference this comment) and, in particular, https://dev.bibxml.org/public/rfc/bibxml3/reference.I-D.ietf-idr-bgp-car.xml . This instance serves the drafts mentioned above.

However, what is in #397 still needs to be tested throughly before being merged. Can you help me with that @kesara ?

Ok no this is a different issue.

It turns out https://github.com/ietf-tools/relaton-data-ids/blob/12a8673bd163862bc8c3f193d3170b51fade5566/data/draft-ietf-idr-bgp-car-05.yaml#L86 does not provide content data for formatted_initials (this is a special case that relaton-py already deals with).

PR #400 fixes this issue. @kesara
