Group tool may unset parent group on edit

If a group with type != WG, IRTF is edited in the Secretariat Group tool the parent group can get unset (IETF for example isn't an option in the select)

Usage of this app is now minimal. Most group work is now handled by the Datatracker. Naveen uses secr/groups to add new SDOs for Liaisons. This functionality could probably be handled in the admin interface and this app retired.
