Bug in version for IESG comments

You will notice that comments by Brian, Joel, and me were all updated for -03, and the dates shown in the ballot are correct, but each of them still says "for -02".

Fixed in 75f46e7:

Only show comment/discuss document version on the ballot page when the text is for a version of the document other than the current one. Fixes bug #1482. Commit ready for merge.
