Yes, the summary line should not present for documents in this state

This isn't just documents that have closed ballots.
Right now https://datatracker.ietf.org/doc/draft-ietf-savi-dhcp/ballot/ claims it needs 111 positions.

This is due to the changes in the recent release for supporting out-of-area ADs.
I'll work on a patch.
