Shepherd Write-Up Window doesn't wrap

Layout of pasted text in the tracker has always been hard.
This has been an issue with discuss and comment text in IESG ballots as well.
We should look to see if the same thing is used there and here.

We might also discover that a style of white-space:pre-wrap is our friend.
