Remove nonsensical text from publication request message for documents from the ISE #1952

the following sentence should not be included in the document approval message from the ISE (Sample message below.)

The document does not necessarily represent the consensus of the ISE.

Rationale: In the Independent stream, the consensus bit is not applicable.

A related suggestion, for the sake of accuracy (although it's not causing any problems that I'm aware of): please change "Consensus: No" to "Consensus: N/A" on the main page. RFC 5741 created the notion of consensus (and its effect on the SoTM text) -- and consensus is not applicable to documents from the Independent stream.

Fixed in 79a7eae:

Leave out the sentence about consensus when requesting publication as the ISE. Fixes #1952. Commit ready for merge.
