When reviewer is finishing the review, it would be nice to have
checkoxes for other lists the email needs to be send. In the secdir we
always say that reviews should be sent to:

  * secdir@ietf.org (this is the only one currently in tool)
  * draft-xxx.all@ietf.org
  * iesg@ietf.org

And in addition or instead of iesg@ietf.org, they might send it to
ietf@ietf.org.

It would be nice to have checkboxes for all of those when sending
review directly from the tool, i.e., expand the CC list to have
checkboxes for those (especially the draft-xxx.all@ietf.org, because
people mistype it and quite often accidently include the version
number).

Fixed in 062707f:

Fill in CC list defaults for review completion mail. Make the mail come from the reviewer instead of the default secretariat address. Fixes #2078 and #2054. Commit ready for merge.
