Incosistency in displaying reviews for a document

The row at https://datatracker.ietf.org/wg/cose/documents/ for the draft says there are three (there is an opsdir review listed that doesn't show on the draft page).

Fixed in d1c0c05:

Don't show teams with only 'No response' reviews in the search result rows, using the same logic as used for the document main page. Fixes #2070. Commit ready for merge.
