Clear checkbox on edit nomcom form is confusing

If you hit the clear button on the edit nomcom page, it appears to delete the public key that was stored there, but the configuration object remembers and still displays the path.

It's not clear what utility exists for clearing the public key.

Use a simpler widget for the public key file when editing a nomcom to remove confusion between clearing keys and clearing the form control. Fixes #2299. Commit ready for merge.
