Add link to person profile somewhere #3093

Turned the 'personal-info' dagger symbols into links to the fine print. Added a dagger to the 'External Resources' section. Partially related to issue #3093. |

| by lars@eggert.orgApparently there is no link to a user's "person page" (e.g., https://datatracker.ietf.org/person/Jay%20Daley) anywhere in the datatracker, although the page obviously exists. This seems like an easy addition to https://datatracker.ietf.org/accounts/profile/ or some other page.
