Delineate DISCUSSes from folks no longer on the IESG in the /ballot/ page.

While it's good to be able to see discusses that might have remained associated with an AD that has left the IESG, they should be visibly different from the DISCUSSes from a standing AD.

One solution would be to move them to a section at the bottom of the page.

Changed the way ballot discuss/comment texts are displayed to
put the text from current ADs first, and mark ex-ADs with []
following the convention on the left bar.

This fixes issue #608
