Describe the issue

The attached example produces in TXT:

1.  Introduction

   See Section 2 (The _Style_ of Data Structure Specification) of CDDL
   [RFC8610].

   See The _Style_ of Data Structure Specification (Section 1)

as it should. HTML, however, yields:

1. Introduction
See Section 2 (The ) of CDDL [RFC8610].

See The Style of Data Structure Specification (Section 1)

(emphasis lost in copy/paste.)
The second para shows that <em in reftext works in principle.
The first para works in TXT, but loses everything but the first text node for HTML.
