This request removes the JWS Compact Serialization from ACME and standardizes on the JSON serializations.

I adapted the language from Fraser Tweedale's email for ensuring interoperability with the JSON serializations.
I also added an appendix providing a guide on how to work with JWS implementations that don't support a certain serialization. I am open to suggestions on how to revise the appendix, documents that can be added to the references section in lieu of this appendix, how to refer to the appendix in the rest of the document, etc.
I also added a commit removing the unprotected header from ACME JWS messages. I can revise or undo this if needed.
