  • add SKIP_H_INSTALL env var to avoid setup.py installing headers
  • document apt install bison
  • document apt install flex

I have renamed SKIP_H_INSTALL to SKIP_HEADER_INSTALL for sake of readability; I hope that's OK. Thanks!
