Vanilla method: XiaWorld.ThingMgr.EquptNpc gives equipment and sets the NPC Law.
From that point, there's a decent amount of heavy lifting done by XiaWorld.RandomGongMgr, which deals with Unorthodox Laws in general.
Then there's the Gong value for Sects. A single string, that has no relation to actual Gongs in game.

Without a pass over the CN names of the existing Gongs and comparing them to Sect Gongs, having 5/13 of Laws implemented means that there are 8 Laws still missing that need to be implemented. This goes much further than just a fix.
