Restrict a user's view to only those people in their communities

Within the People Manager, pls see about changing the view so that users ONLY see their name and those within their project-specific communities. We need to segregate Toffler and CGS and any other smaller clients that we cluster together.

This is low priority as it hasn't come up as an issue with the users yet.
