The PR updates the admin pages to use the same layout (sticky header, scrolling content) as the rest of the non-admin pages. This does change the header from the blue/purple, slightly larger text to the plain white that is used everywhere else. I think that consistency is nice here. If we want the headers to look different, we can change them in one place.
