Consolidate storage template core into storage template service
Remove migration timer
Try cleaning up empty folders in the library/ folder instead of the UPLOAD_LOCATION

Tested Scenarios:

Changed the storage template (observed "received new config" in both server/microservices)
Ran storage template migration for all assets (observed new storage structure is correct)
