fix: polish user workflow license functionality issues

Bug Report

User Story

As n admin, I want to use license functionality with any issue even if not any Give add-on installed.

Current Behavior

1. I am not able to see license information after license successfully activated the first license.

Acceptance Criteria

• I can see the license in the license section when the first license [single add-on license ] activated.
• I can see the license in license section when the first license [all access pass license ] activated.
• I can see that license section auto hide when no license activated or license section hide after the last add-on deactivated.
• I am seeing any PHP notice when the license expires or get site inactive issue.
