Not working IE9, possibly below IE9 as well

I could be doing something really wrong here but I've created a simple test case and I'm unable to make the placeholder work in IE9. I get the system default image (image with red cross). I haven't tested below IE9.

If it is my mistake somewhere then please do let me know of any corrections I could make as i'm quite keen to implement this.
