Prepare Debian downstream release 1.0.0-3

  Misc Debian metadata changes:

  * d/watch: add missing trailing newline
  * d/control: specify upstream tracking branch for downstream-related changes
  * d/upstream/metadata: add basic metadata file
  * d/copyright: add Upstream-Contact field
