Problem

in
safe_qgis/resources/qgis-composer-templates/inasafe-portrait-a4.qpt
and
safe_qgis/resources/qgis-composer-templates/inasafe-portrait-a3.qpt

there are hardcoded references to svg files used in the template:
file="/usr/local/qgis-2.0/share/qgis/svg/arrows/Arrow_05.svg"

that already causes problems in tests on the jenkins windows instance (so I assume that might cause problems in daily work too)

Proposed solution

find a solution to make the templates platform independent
