Describe the bug
If a project contains a new layer and the user is accessing a document they only have read-only access to and that document has not yet been upgraded to the new layer, an error is thrown.

Expected behavior
If the document has not yet been upgraded, no annotations from that new layer should be shown, but there should not be an error.
