ctrl+enter combo when creating a action dispatch

OS windows 11:
When creating a action to be dispatched in either the action edit or ctrl+d shortcut and entering in valid json format even for the following:
{type:'Test/test'}
when trying to use the key combination ctrl+enter as instructed in the UI nothing is executed or modal is just displayed:

I have tried: 3.6.2 and 3.13 they have the same result.

Currently 2.8.1 works:
