feat(inputs.tail): Add option to preserve newlines for multiline data #12281

In case of multi-line input data, currently the tail plugin removes the newline characters. This can be bad for e.g. preserving log messages. This PR adds a new option, preserve_newline, which allows to keep the trailing newline characters for the multiline elements.
