chore(deps): update prometheus dependencies

PR #12561 requires a lot of dependency updates, so breaking them out into separate PRs.

Updating github.com/prometheus/client_golang and github.com/prometheus/common triggers a few other updates as well. This change includes just these, to isolate any regression related to prometheus to one commit/PR.

It appears that no code changes were required to support this update.

• Updated associated README.md.
• Wrote appropriate unit tests.
• Pull request title or commits are in conventional commit format
