Upgrade to Python 3.x (#2)
This release will upgrade to Python 3.x.
No semantic changes are included.
NOTE: I accidentally commited the Python 3.x upgrade changes directly to "master". To fix matters, I'm creating a separate branch (as I should've!) and generating this dummy commit so I can open a GitHub PR for the release.
