Update Angular v15 - Part 1 #1313

This is the part 1/2 upgrade for Angular v15. The @angular/material library has refactored it's style base on MDC and this one is a big one so we have split this update in two for safety.

- Remove gulp script - Remove scss-bundle - Remove magic import

- fix eslint ignore Packages - add IGO favicon - add splash-screen - fix sidenav background - fix and standardize font-family - fix button-toggle override

- I got a coming PR who will allow to test the demo with upcoming change from the lib
