Network IDs - make testnet network id 0, mainnet 1 #1465

This PR just make the testnet to have network ID 0, and mainnet to have network ID 1 (and removes the offline ID).

Somehow the code drifted away from ormolu, so the diff looks bigger than it should. The first commit is the real change, the second commit is ormolise.

That's why I'm a fan of making it a mandatory CI check.
